Moisés Barrio Andrés is a Lawyer of the Council of State, Doctor in Law, has done postgraduate studies at Harvard University as well as at the London School of Economics and has a Law Degree from ICADE (E-1). In 1992 he founded IDESOFT, a software manufacturer and has been its CEO until two years ago. He is an expert in Digital Law and DPO of the Council of State.
